Metering Rod Found Loose

Metering Rod Found Loose

After receiving my 84 el camino that was in storage for 5 years, I was having a hard time starting it.
I pulled the air filter and took a look to see if the carburetor was getting gas.
It wasnt.
But I found the primary metering rod sitting above the plunger?
Any ideas how this might have happened?

Also after checking the fuel filter, I think that was part of the fuel issue as well.
