The fuel pump wasn't pumping fuel because there was no fuel to pump.

I am really notorious for vehicles running out of gas. Really ticks my wife off. It wouldn't of happened , but my fuel gauge isn't working corectly

Ok starts evertime now. Idles decent once it warms up. But lots of white smoke. Too lean or too rich?? And how do I adjust?

White smoke is likely condensation in the exhaust system. Water is produced by the combustion of fuel and expelled in the exhaust. When it's cold out it will begin to condense in the cold exhaust pipes and show as white smoke (water vapor). You should be able to put your hand in the stream and feel it. Let it run for a while to heat up the muffler and pipes and it should diminish.
The return line to the tank should be adjacent to your supply line along the right fenderwell. It will be the smaller hard line. You can, and should, connect it to the return outlet on the pump-I'm assuming you have one and it's been capped off.

I will hook it up. As far as the smoke, it seems a little thick for water vapor, but I haven't let it run for a long time because I can't get it to idle without foot on gas yet. I am hoping I just need to make adjustments. Also what is the is the grey plug on my carb for, and does it need to be hooked up to something, and if it is not hooked up , will that effect anything

Ok. So I am pretty sure I am getting to much fuel. Everytime I turn it off and start it right away I get a small flame. It also will not run without foot on throttle , like it is flooding out. I am not sure though. Also I have an electric choke , but no plug to go in it. Eventially I will get it hooked up right, but for now is there a way I can just rig it up while I am trying to get it running right.

Alright, For starters JB weld will never hold with this new fuel.. The only epoxy that I know for sure works with today's fuel is called Marine Tex.. also, Get a copy of Cliff Ruggles Book to go along with your Doug Roe bible... and use Cliff's Carb Kits, best in the industry right now, designed to last with this new fuel we use today and much better than the average over the counter kit - http://www.cliffshighperformance.com/
