it's probably the fast Idle cam, I'm having trouble with mine not releasing and letting my old suburban idle down.

It's a piece that swings down to pick up the high idle adjustment screw when the choke is engaged. When you go out to start the car cold, you know you're supposed to depress the throttle, let it off, then start the car, right? That's what "set" the choke and high idle cam.
If your choke isn't opening completely, the high idle cam will stay engaged.
In the "E4ME" sticky in the top section of this forum is an exploded view of the carb, it's item #37. The fast idle adjustment screw is item #88. The fast idle adjustment screw is also shown in Figure 6C1-7 and 6C1-8.

Has the "high idle" just started or have you been having issues with it for a while? If you've messed with any of the hoses or lines coming from it, or disturbed them in another way (even just plain old age), you could have a vacuum leak which is causing the car to idle high.
