Hello I have an 86 firebird 305 carb'ed I have been working on it and it seems like their is a big old cluster **** of lines from vacuum and EGR going all over the manifold and cylinder heads, i wanted to get like a 600-650 cfm carb allong with a new manifold maybe a high rise? but I had wanted to know if I can legally in PA just delete all the EGR/Vacuume setup to reduce cluster and vacuum leaks by juet tossing it all?

If you're in an urgan area of PA (near Philly, Harrisburg or P-burg), definitely not. It's officially illegal to tamper with ANY emissions-related components under the hood (including changing to a Holley carb). It's basically like living in California.

In more rural areas emissions inspections are less intrusive still, I believe. But I live near Philly so I've only had to deal with the full-tilt emissions inspection.

One of the biggest hurdles is if you have to pass a visual inspection. If you do they will fail you the minute they pop the hood and see a Holley carb and deleted EGR or other emissions systems.

If that's the case in your area you either need a shop that will "play ball" or you have to play by the rules.

Why bother your not going to see much of an improvement on a 305 anyway.. The q-jet is an awesome carb, get some thinner metering rods and play with the air valve tension. Play around with the q-jet if you want some more performance its the best carb you can have for the street.

I dont know about PA emissions laws so I cant comment but in NY anything older than OBDII isn't subject to emissions testing and a consumer can do anything they want to their vehicle.

Yes, for 1975 model year and earlier.

The computer controlled q-jet is the only 50-state emissions legal 3rd gen carb, and only for '82-'87 model years (could make an argument for '88 if swapping in a G-body engine).

As was mentioned, it depends a lot on where you live. Some of the more rural areas don't even have visual emissions inspections. No matter where you live in PA though, if you have it registered as a classic you don't have to pass emissions. You're also exempt if you've had it registered in your name for at least a year and you drive it less than 5k/year. Some shops don't know/don't follow the second exemption, just shop around until you find one that does. That's how I was able to swap my V6 for a carbed 350 with no AIR/EGR/etc.
