Big Carb gains from stock
I am thinking of selling my 89RS (5.0TBI) for an 83 Z28. Are there any carbs I can stick on the 5L that will shoot me to about 205hp? An open element filter on top too should help. I want to get rid of the 89 cause I dont want to rebuild the engine, or get rid of TBI myself. I just want to start fresh as the paint is oxidizing. The 83 has a mint black and silver flake paint job. I like the fact it is stick too!

Yeah, I think it might take one of those Tornado thingies and maybe a cow magnet or 2 to do that much.
Seriously, if it's a L69 car, it's mostly maxed without some serious work. Those would respond best to headers, a cam, and some port work. You might get to 250 HP with that. If it's a LG4, well.... you might get to 225 with a complete exhaust from heads to street that is different from anything that would be designed for LG4s, a cam, and head work.
Open element is going backwards. Don't shoot yourself in the shorts that way. If it's not a L69, or if it doesn't have the dual-snorkel cold air breather even if it is a L69, get that instead. It's several HP better than an open element sucking in hot underhood air.

before you go slapping on a DEMON 1100. You might have to put on an after market intake plus i would be putting more than a 600cfm on that 305 anything higher is just to much gas
