Spongy brake pedal

Car: 1987 Camaro Iroc-z
Engine: 305 v8
Transmission: 700/R4
Spongy brake pedal

I've been having problems with a very soft spongy brake pedal. Ive been trying to fix this now for a couple weeks, it has gotten better but its still not where it should be. I have 4 wheel disc brakes. So far, ive replaced the master cylinder, (bench bled it, twice now) the 2 rubber lines in the front, the hard steel line to the rear, and a rubber hose to the rear passenger side caliper. After replacing all of that, bled the system at calipers in the proper order, twice. Still soft pedal. Tried different bleeding methods as well. The one man method, Vaccum, using speed bleeders, each time it looks like theres no air bubbles in the fluid anymore, but its still the same thing.

I'm at a loss as to where to go next with this. And I'm kind of leaning towards the issue being with the rear brakes.
Any help or advice would be greatly appreciated.
