Re: e-brake doesnt brake..
are you running disc or drum rear? both will have an adjusting point where the cable goes under the tunnel section of the floor(from the bottom). With drums, the shoes must be properly adjusted, and if disc, make sure the pads are good and the caliper pistons are properly set

I have this same problem. its an 89 with drum brakes. I can pull up on that brake and i get absolutley nothing. Is it time for new rear drum brakes? or just a simple adjustment?

Re: e-brake doesnt brake..
My son had the same problem on his 82 z28. The parking brake wouldn't hold the car, thus it would fail motor vehicle inspection. We got a Haynes manual, which has really good instructions for adjusting it. We made the adjustments per the book, and got good results. Ended up that the rear drums were worn beyond specs too and once we replaced those everything works as it did when it was new. If you don't have a manual like a Haynes or Chilton's, I recommend getting one.

i second that.
depending on if you have rear disc brakes or not. you might have the delco/moraine calipers that my car has. basically they were bad. if you didnt use the parking brake all the time, the caliper stopped adjusting itself and rendered the caliper useless, so u end up only using front brakes. so basically look at your rear, if you have these calipers i mentioned, youll notice that one caliper (the drivers side) is on the back of the rotor, and the passenger side caliper is faced towards the front of the vehicle.
