Would you trust a welder with 20+ years of exp. to weld a quarter panel???

Depends on what he's been welding and how for all those 20+ years. If he's been ARC welding steel construction beams or TIG welding aluminum and has never touched sheet metal, then no, probably not.

I second what Jza said. I have a welder of nearly 40 years experience that I use for my commercial accounts, and while he can weld basically anything, even weld underwater, I wouldn't allow him to weld quarters on my car. Subframe connectors or other non appearance items, yes, body parts, no. Use an experienced body man. There is a lot more involved than just welding.

I'd trust a body man with 20 years experience more. Although the welder is perfectly capable of doing the welding, the fitting and "tricks of the trade" that will ensure a good fit and structural rigidity might be more natural to the body-man.
For example, when my father fits a 1/4 panel, he usually cuts it a couple inches higher up the B pillar than the piece he removed, then he drills some holes a couple inches down the new piece. He welds it to the car through those holes, then up at the seam. This gives that panel 2 weld spots and makes it stronger than the original piece was. Just welding it at the joint could cause it to buckle in another accident. This is stuff that a welder may not be familiar with unless he does a lot of body work.
