Filling in foglights..

I have a 84 TA and like the look of the ground effects low but filled in.. however I do also like the look of the 85+ ground effects being bigger but I don't like the look of the fog lights... So idealy I'd like to switch ground effects and fill in the fog lights somehow.. has anyone ever done this? or have any info on how I would go about doing this?
