I haven't seen them before but I haven't looked. You probably want more of a push bar than a brush guard. I believe that's what the police bars are actually called that are used on the Impala's and things. The main thing would be finding a good place to attach it securely. It would almost have to down around the sway bar mounts. Even then it's not that strong of place. It would probably need to be a custom bracket you weld onto the sub frame then multiple high strength bolts with heavy metal to support the weight of the bar.
Course you could just go for the show look and make something that mounts directly on the bumper but again that's a lot of weight on the plastic/urethane nose without support.

Re: more of my stupid (or are they) questions
I never checked for a third gen but one time I checked when I had an ex police cruiser. I found out that they were made but were generally made as a special just for that department. Yes I could get one but it was costly. Problem was finding who made them for the police dept that used them. I would not know where to start anymore nor have I seen then for a third gen but I am sure they are out there.

yeah, thats what i was wondering too.. i think it would look pretty cool. but by brush gaurd, do you mean some thing along the lines of this?
to me that seems more like an offroad gaurd.
or do you mean more along the lines of a police gaurd such as this?

Around here they have them on the cop cars in the salvage yards I'm sure you could modify it to work
