I need some advice on repairing strut tower rust

My drivers side is much worse than my passengers, but I'm going to fix both. What I've just done:

FULL front suspension rebuild, powdercoated spindles and A-arms, energy bushings, LS1 brakes, monroe strut, rebuilt steering.

I'm going to install Founders caster/camber plates, but that'll be pointless until I fix the rust.

Question is should I find a parts car and cut a section off? (this isn't easy because I've been trying for a while) Or should I just sheet metal it?

I plan on removing the thicker top piece by drilling out the spot welds, then cutting the rusted crap out and replacing it. Would you agree? Please, any suggestions would be great. Thanks.

pop off the factory strut mount and then post pics when that triangle support bracket is out of the way, perhaps hit it with a wire wheel first to clean up the loose stuff and then take a pic so we can see how far gone it is
