Front bumper help!

Front bumper help!
I am going crazy figuring out how to tighten down the nuts on the bracket that connects the front bumper to the fenders. I just replaced the front bumper cover, and the old one was so badly damaged and all the bolts were so rusted that I simply cut it off, then unscrewed all the bolts.
I have no idea how to get to that bracket to tighten it down. If I remove the turn signal lights I can barely get my hand in there to put the nut on, and I can't seem to get a ratchet in there to do anything more than a 1/8th turn.
How do you access this stuff to tighten it down? I'm sure the answer is simple and easy, but I've stared at that front bumper for so long and I still have no ideas. Thanks in advance.

This is where the voodoo comes in. How much blood are you willing to sacrifice to your car. I was able to do mine a few different ways.
A ¼ inch drive wrench with a combination of a small extension, longer extension, and a universal joint. I had to reach in from the bottom and had to do small turns.
It takes a while, will cost you some blood, but it is possible.
I have also done it by taking out the headlight assembly and going that route.

Well yesterday I was so ticked off (and had allready lost some blood) that I lost it and nearly kicked the car. I turned and kicked what I thought was an empty garbage can, trying to be at least somewhat sensible, but realized way too late that the garbage can was full of weeds and dirt from yardwork. I feel really stupid limping around now...
