Question about lighting, dual/single circuit

Car: 13 Ford Focus SE / 90 Camaro RS

Question about lighting, dual/single circuit
I noticed that the single circuit bulb's housings have 2 wires and the dual circuit ones have 3. Are the 3 wires simply for, on, flash, ground? And the single circuit for ground and on? Or instead of "ground" are they power?
My question is can a single circuit be used as a turn signal with only 2 wires? I'm not very knowledgable in electricity other than having been electrocuted twice (lightning once). But if one is on and the other is flash couldn't you theoretically just connect the power and blink and leave the other unconnected?
I'd like to have seperate hazards and turn signals also, what I'm planning I'll need to figure out how to do it. And below is why I ask this question.
After I finished I realized that these aren't dual circuit bulbs. Are there dual circuits that use this type of pigtail bulb housing connector?
