Taking off front license plate bracket
I don't see where it bolts to. I popped the hood and looked behind the bumper but I didn't see any bolt or could feel them. Although I didn't have much time to look because the broom stick that was holding my hood up fell letting the hood hit me in the ****ing head.
Here's a pic of my car so you'll know what I'm talking about... Some Camaros have different grilles, so it might be different for mine?
And another thing, since I live in VA how much **** am I going to get from the cops? Will I be fine the plate behind the windshield?

Your license plate bracket attaches to your grille from the front. Three bolts screw into nylon grommets which are pushed into holes in your grille. Your louvered grille should hide those holes if you remove the bracket. If you get a new grille, it will have detents for these holes, but it's up to you to drill them out.
Can't help you on displaying your front plate. Been too long since I was stationed in VA, had Michigan plates then anyhow, front not issued.

Yeah I didn't even think to take off the license plate and look up in there. I only had to take off one screw since the other two were already off lol.
Man what a difference it makes. Makes the whole front end look cleaner.

Yeah, those license plate brackets look "tacked-on" when used with the RS style grille like you have. If the police give you trouble, just install a Z28 grille with the provision for the plate. It's a better looking grille anyway.
Nothing looks more "tacked-on" than a 91-92 Firebird with a front plate. I've got to figure out some way to mount a front plate that doesn't look like ***.
