Front seat belt clips, driver is shorter than passenger

I am thinking when the previous owner put in the new carpet, he accidently put the passenger seatbelt clip, in the driver and vice-versa.

-OR-

Should they both be the same length? Because the passengers comes up almost 2" higher than mine (driver).
