outter belt stripping

I just installed new outter belt stripping on the window. It fits fine but still lets water into the insides of the door. I can tell because the door panels are out for redoing the interior. Is this suppose to happen and then go trough the drains at the bottom of the door or is it suppose to run outside the felt. Does anyone know what I might i have done wrong or if the stripping has to break in. Thanks

Did you push those felt tipped bumpers back up against the glass?
