Bad rust repair!

Engine: 383 in progress
Transmission: TH 700-R4
Bad rust repair!

I am looking at buying this camaro and am wondering what it will take to fix this rust spot.... The paint on the car is in great shape except for this one spot. Right in front of the passenger side rear wheel well, there is a bad rust spot. What would it take to fix this and how much do you think it would cost?

Axle/Gears: 2.73
with out seeing how bad it could be underneith.. not sure.. depending on how bad it is, and if it's just on the fender.. replaceing the fender would be a better way of fixing rust..

If the rust is not bad.. a quick ground out of the area, and spot sand blast it. If it's not thinned out the metal to much, it would be a easy fix.. If you do all the work, then just have a shop paint it for you.
