Wheel Well Rubberized Paint Chipping Off
Not sure if this belongs in this area or not, but here goes.
In my wheel wells, the rubberized paint is pulling away in the seems where the welds are. I have pulled most of the stuff that was pulling away off and there is still paint under where the rubberized stuff was, and no rust at all. I am wondering what my best plan of attack is to get this stuff covered back up.
Should I soap and water it off to get rid of any contaminants, then rinse and let it dry and re-coat it with rubberized paint? Or should I go another route?
Any pointers would be appreciated.

id keep looking in that area just to be safe.. heh.. that seam is a big rust area
