What year? Some of the early to mid 80's models had problems with the retractor spring poping off and the belt wouldn't retract back in.
You can pull head liner down slightly and look up at the retractor. The spring assembly is a round plastic peice that is attached to the seat belt retractor. Make sure its tightly in place. If it popped off, wind it so there is some tension when the belt if fulling retracted and then line up the pegs and press it back into place.
