Rear Quarters bowed out?

Rear Quarters bowed out?

Compared to other 3rd gens, my rear quarter panels look bowed out. I thought that you are suppost to be able to look from the rear of the car and compare the rear fender flares to the front fender flares and they are suppost to come close to aligning up. Also I noticed that the rear quarters seem to hang way over my tires/wheels. I am running my stock Iroc wheels w/ 245/50r16's. My car has been rearended 2 times and the driver's side quarter was replaced by a GM dealership and it seemed(fender flare) to line up with my front fender flare until recently.

Any comments are appreciated.

BTW Is there a point I can measure from to verify this? If they are bowed out, how do I pull them back into place?
