If you're looking at getting to the steering column and start switch, there's a tech article here on tightening your tilt steering column that will walk you through it.

it depends on the year of the car and if it is a camaro or firebird. same setup tho. on the 82?-89 Camaro's there are 6-8 7mm screws holding the cover in place under the dash. then there are 2 phillips? screws holding the panel under the column. You should then be able to see the 2 large nuts holding the column in place (it has been a while since I had either of my 87's apart, but it is close to that)
On the 90-92 Camaro's, there are the screws under the dash as well, take that panel out. Then there are 2 round plugs in the piece just under the steering wheel on the dash. you have to take these out, but be careful not to destroy them or the dash. behind them are 2 bolts, and there are some at the bottom of this panel as well, holding the panel to the dash. When that is done, same as the older ones.....2 large nuts holding column in place
( I just un-installed a steering column in like 1.5 mins of reading time....will take longer in real life)

It's really that easy...take those covers off on the front of the panel and you are set. It is really straight forward when you get into it. 7mm and 10mm should be all you need to remove the panel.....(i think)

torx head screws

I just remove my lower panel today. Mine is a 92. They were #30 torx screws I think. The two plugs you have to take out had me stumped for a while. They aren't too easy to remove without ruining them. I finally used a box knife blade to get them started out and finished with a thin flat screwdriver. I haven't removed the steering column though.
