Primer, and LOTS OF IT!
i just primered my whole car practically, cause it might see some snow coming soon, think 3 or so layers of primer will keep it from continue rusting (it's already semi-rusted) until i get it inside?, or does rust grow even under primer?

Primer is porous. Moisture will build up under the primer and it will rust. Unless you use an etching primer or seal it.

85, it looks like ur in cali? somewhere west, that's what i can tell from the photo. And that might have quite a bit to do w/ why you're not having rust spots on ur car. If you primer a car in the midwest, and expect it to stay looking nice for years to come, then you'll have something else coming to you. and since Z28 had madethe comment that it's about to snow, i'm thinking that he'll be in that club, rather than the sunny day one.

yup, i'm near canada, lots of snow, and i mean LOTS! but i'm putting it inside, and i have primer OVER the rust, so should that be fine for now? for atleast like 4 months?

primer over rust is a big mistake it will only help the rust dig deaper. you should of ground the rust off first and then put a nice coat of epoxy or etch and then sealed it then you would have 1/2 a chance at holding it over the winter.
you may want to shot a clear over the primer to hold it also since the clear would sand off easy in the spring and would hold out the mosture. primer has no protecting properties. But since you have rust under the primer your kinda back to square one. sealing it at this pont may prevent new rust but that old rust will be worse come spring.

Primer, like body filler, is talc (crap you put on your feet to absorb moisture) based. While the pigment and talc will hide the problem, what's happening underneath is a whole different story.
If you must leave it in primer for whatever reason, use a zinc rich primer at minimum. A cold galv compound (like ZRC) or a 'sealer' like galvaprime (on bare metal spots)would be a much better defense against the elements if it must sit out in the weather.
If it's just primed over original paint (not bare spots), I wouldn't sweat it too much. Just be sure before you repaint to strip all the old crap off first and lay a fresh coat so you have a good (clean) base to lay your paint on.

ok, well it's not going to be sitting outside in the snow, it'll be inside the garage, with a heater, so i can work on it. my goal was to work on it over the winter, in the garage. so then should it be fine? or will i still get rust even though i heated the garage? i hope it don't get rust from doing that, cause if i do, i might as well bring it to someone and have them do it for me.

the garage will help you alot as long as it is semi dry. i had my car in bare metal in my gagre for a few months while i was prepping from paint and i only got some random small dots of rust that sanded right off.
are you doing the body work and painting of it?

yeah, the garage is going to be virtually dry, semi-heated, maybe 60 degrees, and i plan on sanding it down, getting rid of as much rust as i can, and then have someone else paint it for me come spring. so it should hold right? if not then i need another plan.
and it just downpoured rain today hopefully my primer holds some what.

judging by the way you said you get LOTS of snow... are you from winnipeg? i used to live there but moved to calgary and still get lots of snow
