passenger power windows does not work properly

Car: 1991 Camaro Z28 305 TPI manual and
Engine: 305 TPI
Transmission: T-5 / 700-R4
passenger power windows does not work properly

A few months ago my passenger power window stopped working properly. Whenever I press the switch it will only go up or down for less than an inch and stop. I then have to wait for a long period of time for the window to travel another very short distance as if something has to be re-charged in the meantime etc. Does this sound consistent with some of the problems in these windows?. Is the motor going bad?. I took the switches out and swapped them and the problems is still there. It has to be something on the door. Any suggestions would be appreciated.
