is this much tint legal for civilians?

i think it just means that it's reflective.
however I believe in some places reflective tint is illegal.

Any amount of tint is legal if you know how to read the stipulations of the law.
Where I live, 35% is the limit... I've had 5% on every car I've owned for the past 12 years I've been driving. Police cars have 20%......

no the lower the number the darker it is.. the percentage is the amount of light that passes through.
