Headliner problem

Went out and bought some black automotive/marine vinyl recovered my door panels (top half) and the sail panels.

Before i even started to tear the old material off the headliner I tried to think if it would be too much of a hassle seeing as though the head liner was still in good shape minus two areas where it wasn't tucked in and when the t-tops are off you saw a **** poor looking headliner.

I scraped all the old glue off, then decided to test out a small area first. Took a scrap peice of vinyl and sprayed my neoprene Tac-it on, let it set 60 sec then set the vinyl on it and walked away for over an hour. Came back and just picked it up, no resistance what so ever. So i thought to myself, "If Neoprene headliner glue wont work, ill pull out the heavy artillery!!!" I grab my trusty Epoxy and set up a nice spot put a new scrap on and walked away for over a day. Went into my basement today and the peice just fell right off! ! ! !

What should i use to get this stupid headliner to stick?! I am using some foam aswell to give it some "padding" I thought maybe stapling it? Is there a "Tar" like glue? Will i need to just buy a new headliner?

BTW it is a T-Top headliner
