Just replace the things, they're cheap enough.
Other than that I would think you could grab it with vice grips, and use a wire wheel, or even a wire brush. Or maybie there is some kind of remover I don't know about.

i think the proffesionals either use chemicals to remove the rust or some kind of weird tumbling sandblasting thingy majingy

hahaha i always say thingy magigy and every1 around here thinks im wierd, So far i've tried using a grinder but its hard to get sum of the paint and rust of with it cuz if the grinder starts to go to fast it start to round the head of the bolt, in other words doing the same thing as stripping it, and i have also tried paint thinner but i think the paint thinner we have here is way to old because i have to rub very hard. But thanks for the ideas so far guys.
