Black tar under carpets?

so im swapping out my interior from tan to black. have the whole thing out and welded my roll cage in and i'm noticing there is like a black tarish substance under the carpets. its also on the plastic sheets that cover the factory sound deadening underlays. i know this stuff is factory. while welding the roll cage in, it was smeared all over the floor pans. im wondering, what is the best substance to clean this gunk out with? i want to get it all removed so i can lay down the new carpets and sound deadener.

it was also under the deadener behind the front kick panels

I scraped the biggest part of it off with a putty knife and used a citrus based adhesive remover to clean the residue off. Needless to say that for awhile, everything smelled and tasted like oranges after that.

Why remove it? The factory put it there and covered it with carpet-- just leave it and cover it with carpet. Plus your car will be .0001 db quieter when you're done.
