cleaning air Extractors, hood inserts

The previous owners of my '90 T/A had left the car out for the enitre winter, uncovered, and when I got it it was covered with black grime. A good polishing got it out of the paint, but I haven't had any luck getting the hood inserts and air extractors clean. What can I use on these pieces to clean them? They look pretty bad compared to the clean paint.
