Im not expert but I think its a hell of alot more work to sand off all the old paint. I think most places just scuff it but maybe it depends on how many layers of paint are on it already I dont know. I would maybe just go down to primer or something

how good of a job do you want? if the existing paint is in good shape and you just want to redo it id just sand the whole thing with 320 or 400 and reprime. if the old paint is cracking or peeling strip it, cause most times if its peeling or cracking it means the old paint isnt bonding to your primer or sealer, so the new paint wont stick or in worst case cause it to wrinkle the old paint , then your looking at alot more work. a good way to check is to take a razor blade and try to scrape some paint of if it comes of easy strip if its a pain in the a$$ then you should be ok to just resand it, hope this helps and good luck

wow ok
i'm just trying to figure out how and where to start.......
i was goong to try and repaint the car myself b/c every shop i've gone into has noticed that i'm putting alot into it and have gone from around 2000 up to a fu(king 5 grand for the work once they see the car..................
but i just ran into an old friend who sent me to see his boss
so it looks like they'll will be sanding everything down prime then paint.... for only 1300 with the color change from white to black

That's not a bad price, and I agree, you should sand it down to the primer if you want a nice job. However, you do get what you pay for, and I don't think I'd leave my car in the hands of someone that feels they're allowed room for error because they're giving you a break. If you really are putting a lot into the car, and want it done right, prep it yourself, and spend the 2 grand+ on a nice paintjob. If you want a fkn awesome paintjob, go for some more prestigious paint shops and start spending some real money, like 5-10 grand. You have a lot of options here.
