Seatbelt Problem, How to Fix???

I did a search and no one seemed to have my problem.

The problem is with my drivers side seat belt, the part that is bolted to the floor. The seatbelt retracts just fine but pulling it out to use is a PITA. It will go "click, click, click" and get caught every now and then and I'll have to let back a tiny bit and then pull again. I have to do this about 4 times to get the belt all the way out. Sometimes I go to use my belt and it won't come out at all like it's caught on something.

How do I fix this? Is this something I can fix or do I have to replace my seatbelt??

Thanks!

i had a 85 camaro that did that, now this would be very unsafe in a wreck but i had to do it so it would pass inspection, look in the part that rolls up, theres a white clip, either spray it with some wd40 that may fix it, if not then break the clip....keep in mine once u break the clip the seat belt wont lock anymore...or just go to a junkyard and u can pick one up for about $2
