You need epoxy bumper repair. It's a 2-part rubberized epoxy. You need to grind the crack into a "V" shape so that it'll hold more epoxy. Let the epoxy harden then sand smooth.
Of course, for the amount of time you're going to spend dicking with it, I'd just buy a used replacement.
