$$$ my friend. Lots of saving, planning, etc. I wanna get a blower eventually... I really dont care to finish the car till i have money for one... thats the main reason its still on hold after so long!

No it's not illegal. What is illegal is if the hinges are left on and are sticking up, posing a possible obstruction to your full visiblity through your windshield. That's what get people tagged when they drive with out their hoods.
