Rust neutralization?

I have a few rust bubbles coming up, so I want to sand them down and put some sort of rust
neutralizer or converter on the spots, then fill them and re paint the areas.
So what do any of you recommend for the rust converter or neutralizer? Any professional body
people on here for advice?
Thanks in advance for any advice.

Mar-hyde makes a good product for that. You should be able to find it at auto parts stores.
