That looks like damage from something chemical. Whatever it was damaged the clear-coat, how deeply is impossible to know. It doesn't look like the usual UV damage from the sun which causes the clear coat to fade and peel.
It also looks like someone might have taken a crack at sanding it off already if what I see are sanding lines.
It is possible that you could wet-sand it if there is enough clear coat left to work with, but thats impossible to tell from pictures, no matter how good you get the pictures you'll never know, it needs to be looked at in person before its attempted or you will end up removing all of the clear coat and likely some of the color coat.
Take it to a shop.

You are gonna have to be more verbose than that. What the heck is "Painter spray at 95° outside"
Is it over spray? Did the car get vandalized and someone tried to sand it off?
To me it looks like some kind of chemical damaged the paint, not over spray, but the pics have too much reflection from the sun so everything is overexposed and all the detail is lost.

I agree with all the above, and add that it looks like crappy paint job and maybe just Enamel paint (has a dull sheen like no clearcoat). Could just be picture quality too. That area you are describing also could be bleed through from repairs made before the new paint.
