i dont know about wisconsin buthere in TX it is but i still dont have one of the front . i just dont like they way it looks. when i get pulled over i just tell them that im working on the front end and had to take off, but they usually say i have to have it on and i have it in the rear glove box and i say" welll its in the back, i can put it on now i just forgot to earlier" this has worked so far for me. oh yeah that copper must have nothing to do if he pulls you over for that, or he is just hassling you( which is probabaly the case).

My guess would be if the state DMV gives you 2 plates, your supposed to have both of them on. Some states, like PA and Fla only give you 1 plate, so obviously in those states you don't need a front plate. Here in NY they give you 2, and your supposed to have both of them on.
