Rear Spoiler Refinishing

On my son's 88 GTA, the spoiler on the rear hatch has cracked paint. What is the best way to strip off the old paint & refinish it? BTW, what is the spoiler made out of... some type of heavy rubber or what?

Its rubber...usually its the rubber that has cracked under the paint. Nearly all of them do that, and those that have tried to repair them mostly fail The GT Auto piece referenced above is fiberglass, and doesn't have this problem.
