Finally got through to Holley and here is what we got:

TPS tested out at 4.90 volts which is approx. 5 volt reference that I needed so TPS has the supplied voltage....voltage on idle is .60 with a 1.71 WOT voltage. TPS sounds like it is bad...what do y'all think?

IAC - Found out that the harness that I bought for the throttle body is wired wrong.

GM style:
A - IAC A Hi
B - IAC A Low
C - IAC B Hi
D - IAC B Low

Holley's IAC:
A - IAC A Low
B - IAC B Hi
C - IAC B Low
D - IAC A Hi

So, IAC needs to be re-wired correctly and hopefully will fix the idling high issue.

But what about the TPS....is that acceptable or do I need a new one?

Re-pinned the IAC and idle is a lot better; however, the IAC still doesn't respond when starting to help the engine start. However, it idles fine but give it any gas and the IAC just takes off and doesn't stop....what's going on here?
